Se evaluó el potencial impacto del ascenso del nivel del mar asociado al cambio climático global sobre el litoral Pacífico colombiano, proyectado en un metro para el año 2100. Con base en el estudio de las geoformas litorales, los procesos dinámicos asociados y su evoluci6n reciente, se evaluó la amenaza por inundación y erosión asociada al actual ascenso del nivel del mar. En el estudio se identificó que 617 Km2 de costa baja serán anegados y 5 894 Km2 sufrirán desde encharcamiento fuerte hasta inundación permanente, en tanto que el 8,9% de la línea de costa es altamente susceptible a la erosi6n, incluyéndose en esto sectores de ciudades como Buenaventura y Tumaco, así como numerosos poblados y caseríos menores distribuidos a lo largo de la costa.

Este trabajo aborda de manera crítica el impacto en el ambiente de grandes obras de arquitectura en un contexto de cambio climático, a partir del concepto de expoliación urbana y del territorio como lugar de resistencia. Se revisan los enfoques sobre la necesidad de preservar estos ambientes y se muestra la debilidad de la estructura económica e institucional, que se traduce en una legislación ambiental laxa y en la fragilidad de los procedimientos. Se presenta el caso de un emprendimiento náutico sobre humedales en el río Gualeguaychú con una metodología predominantemente cualitativa, destacando la fuerte presión del núcleo especulativo y las dificultades que tienen los actores de la resistencia, en un contexto de agravamiento del problema de inundaciones.

El paradigma energético vigente es tema de amplio debate por el cambio climático y los incrementos de precios del combustible fósil. El nuevo entramado es impulsado principalmente por Estados Unidos y Brasil por su ventaja tecnológica en la producción de biocombustibles. En México bajo la Ley de Promoción de los Bioenergéticos se implementan políticas para impulsar alternativas sustentables, concordando así con el Protocolo de Kyoto. En ambos casos la estrategia es cuestionable, pues las ventajas de una tecnología verde, sin las políticas adecuadas en la expansión de producción de bioenergía con base en el cambio de uso del suelo agrícola o la incorporación de nuevas tierras para este fin, ocasionarían problemas alimentarios y de destrucción del hábitat, así como incremento de precios en los insumos utilizados. /Abstract: The current energy paradigm is the subject of widespread debate about climate change and increases in fossil fuel prices. The new network is driven largely by the United States and Brazil for their technological advantage in producing biofuels. In Mexico under the Law for Promotion of Bioenergy are policies to promote sustainable alternatives, agreeing with the Kyoto Protocol. In both cases the strategy is questionable, as the benefits of green technology without appropriate policies in the expansion of bioenergy production based on the change of agricultural land use or incorporation.

La conciencia ecológica en la sociedad contemporánea, aunque en verdad ha crecido, encuentra con frecuencia voces disonantes capaces, incluso, de negar el calentamiento global y sus nefastos efectos. Consciente de esta realidad, y de otras conexas a ella, el Papa Francisco, en su carta Encíclica Laudato Si ', busca mover las decisiones de todos nosotros para hacernos responsables del cuidado de nuestra casa común. Uno de sus argumentos apunta a recuperar la sabiduría de vida contenida en los relatos ancestrales de los pueblos y culturas, entre ellos, los relatos de la creación, en el libro bíblico del Génesis. El texto fue escrito por comunidades judías hacia el s. V a.c. y asumido luego por la tradición cristiana. Para hacer propio el reto propuesto por el Papa, los autores del presente artículo, un judío y un católico, hacen un ejercicio de hermenéutica bíblica para desentrañar los criterios de vida presentes en este ancestral saber sapiencial, en un diálogo armónico a dos voces (judía y cristiana). Los textos de este tipo invitan a los habitantes de la casa de todos a tomar decisiones responsables desde la ética ciudadana, a partir de la propia experiencia de fe, pero a la vez comprometidos con una civilización capaz de generar espacios de convivencia, solidaridad, justicia y paz.

A partir de materiales artísticos que denominamos poéticas del fin, se pensarán, mediadas por la mirada, problemáticas aún latentes en la subjetividad con relación a un inminente desastre nuclear (con efectos como el cambio climático, la expulsión de material radioactivo en las plantas nucleares, y la tensión beligerante desde los inicios de la Guerra fría hasta la incursión de nuevos países en el catálogo de potencias nucleares), que se relacionan con lo que llamaremos escatología atómica, en referencia al oxímoron de un principio y final del universo profundamente entrelazados. Son precisamente este tipo de representaciones las que nos permiten indagar en este artículo sobre cuestiones inter-artísticas: la representación del paisaje en la inminente posthumanidad en el cine y la literatura y sus procedimientos (filme-ensayo y poética literaria) y la perspectiva histórica de los tiempos últimos (apocalipsis y escatología) en relación con la catástrofe. Además de la cuestión del montaje —fundamento de la teoría de un cine conceptual— y la “mirada contemplativa”, desde donde se opera el corpus conformado por el filme-ensayo Homo Sapiens (2016), de Nikolaus Geyrhalter, y las poesías y ensayos de Thomas Merton, en Incursiones en lo Indecible (1967). Palabras e imágenes que posibilitan un instante de diálogo reflexivo con el espectador, y atraviesan otros diversos materiales (Schiller, Dostoievski, Simmel, Woolf, Bresson, Tarkovski), que, como serie, se pondrán en perspectiva desde el vínculo de las artes visuales y la representación literaria.

A new species of Pristimantis is described from the Venezuelan Andes. The new species is the smallest in its genus known in Venezuela and belongs to the Pristimantis unistrigatus Group. It differs from the rest of the Venezuelan Andean congeners in body size (mean male SVL < 21.3 mm, female SVL < 26.3 mm), expanded discs on fingers and toes, absence of dorsolateral folds, and a distinctive call consisting in 2-5 cricket-like short notes. The new species inhabits the southwestern part of the Cordillera de Mérida in Venezuela and the Venezuelan sid of the Cordillera Oriental de Colombia, and could be present on the Colombian portion of the cordillera as well.

The United Nations calls on the international community to implement an ecosystem approach to fisheries (EAF) that considers the complex interrelationships between fisheries and marine and coastal ecosystems, including social and economic dimensions. However, countries experience significant national challenges for the application of the EAF. In this article, we used public officials’ knowledge to understand advances, gaps, and priorities for the implementation of the EAF in Chile. For this, we relied on the valuable information held by fisheries managers and government officials to support decision-making. In Chile, the EAF was established as a mandatory requirement for fisheries management in 2013. Key positive aspects include the promotion of fishers’ participation in inter-sectorial Management Committees to administrate fisheries and the regulation of bycatch and trawling on seamounts. Likewise, Scientific Committees formal roles in management allow the participation of scientists by setting catch limits for each fishery. However, important gaps were also identified. Officials highlighted serious difficulties to integrate social dimensions in fisheries management, and low effective coordination among the institutions to implement the EAF. We concluded that establishing clear protocols to systematize and generate formal instances to build upon government officials’ knowledge seems a clear and cost effective way to advance in the effective implementation of the EAF.

Business as usual is widely acknowledged as the main driver of ecological collapse and climate breakdown, but less attention is paid to the role of law as usual as an impediment to climate justice. This article analyses how domestic and international environmental law facilitate injustices against living entities and nature. It calls for a paradigm shift in legal theory, practice and teaching to reflect the scale and urgency of the unfolding ecological catastrophe. Section 2 outlines the links between climatic harms and climate injustices. This is followed by discussions of unsustainable law and economic development in sections 3 and 4. Section 5 examines the potential contribution of new materialist legal theory in bringing about a legal paradigm shift that reflects the jurisgenerative role of nature in promoting climate justice. El statu quo empresarial está ampliamente considerado como el actor principal del colapso ecológico y el desastre climático, pero se presta menos atención al papel del statu quo jurídico como obstáculo a la justicia climática. Este artículo analiza cómo el derecho ambiental nacional e internacional facilita que se produzcan injusticias contra los seres vivos y la naturaleza. Pide un cambio de paradigma en la teoría, la práctica y la enseñanza del derecho, para reflejar la escala y la urgencia de la catástrofe ecológica que se está desarrollando. La sección 2 dibuja las relaciones entre el daño climático y la injusticia climática. A esto le sigue una argumentación sobre el desarrollo jurídico y económico insostenible, en las secciones 3 y 4. Esta investigación analiza la presencia de las megaciudades iberoamericanas en los medios de comunicación digitales extranjeros en el campo específico del cambio climático. El objetivo es determinar el uso de este canal para influir en la opinión pública y en órganos de decisión. Para ello, se estudia la representación de 30 ciudades iberoamericanas en textos periodísticos relacionados con el cambio climático en los medios digitales de mayor penetración (Spiegel, 20Minuten, DR News Het Laatste Nieuws) en los países que albergan algunas de las principales instituciones de gobernanza global en asuntos medioambientales: la Convención Marco de las Naciones Unidas sobre el Cambio Climático (Alemania), el Grupo Intergubernamental de Expertos sobre el Cambio Climático (Suiza), la Agencia Europea de Medio Ambiente (Dinamarca) y la Dirección General Climate Action de la Comisión Europea (Bruselas). Los resultados evidencian el escaso protagonismo que acaparan y que la organización de grandes eventos es el mecanismo más efectivo para ocupar espacio mediático. The global increase in renewable energy initiatives has been followed by the need to include the social impact of any project as a core element. Significant challenges for renewable energy development include uncertainty in assessing social impacts at local scales, participation and social acceptance. Multi-criteria decision analysis (MCDA) approaches have been widely used in energy planning to address these challenges. This article reviews how social criteria and participation mechanisms have been incorporated into decision-making processes for renewable energy projects. A total of 184 articles were analyzed. A total of 490 indicators that estimated social impacts were identified and organized into nine criteria: employment, social acceptance, social development, health impact, governance, visual impact, knowledge and awareness, cultural value and social justice. Most research included analytical hierarchy process methodologies, and the articles were geographically concentrated in Asia and Europe. Most articles included a participative component (92.3%), and the majority of them were based on expert consultation (75.4%). Of the articles that exclusively considered experts, almost 40% did not provide any description of the expert elicitation process. Results revealed advances in the use of MCDA but highlighted important challenges—related to improving expert consultation methodologies and broadening the participation of stakeholders—when developing renewable energy initiatives and policies.
