El cambio climático (y ambiental) es una de las grandes narrativas de nuestro tiempo equiparable, quizás, a otras de la historia humana como aquellas sobre el mundo desconocido que se extendía más allá de las Columnas de Hércules en la Grecia Clásica; o los discursos renacentistas sobre América y el nacimiento de una nueva humanidad; o las ideas ilustradas de razón y justicia; o el impacto de las ideas de la evolución, en la segunda mitad del siglo XIX; todas ellas con impactos enormes en los diferentes niveles de la vida cotidiana y también sobre la actividad científica y de conocimiento. Las narrativas del cambio climático y ambiental permean hoy las diferentes facetas de nuestra vida política, económica e incluso cultural. Ellas contribuyen, siguiendo el argumento de Ulrich Beck (2017), a rehacer nuestra imagen del mundo y, por tanto, a tomar acciones políticas de envergadura que no serían posibles sin un convencimiento mayoritario sobre la justeza de sus reclamos, como la necesidad de disminuir la huella de carbono; detener, o al menos atenuar,la concentración de gases invernadero en la atmósfera; o mantener y recuperar la biodiversidad del planeta. El poder transformador de esas acciones no será palpable en el plazo de una generación, pero será claramente visible en varias al futuro.

Este artigo tem por objetivo analisar as políticas do atual governo Temer para a reforma agrária. Seu argumento central é que, ancorado nas condições políticas e econômicas do golpe, as medidas de Temer para o campo possuem um caráter mais acelerado e agressivo de regressão dos direitos, marcado por continuidades com relação aos governos do PT. Busca-se demonstrar que, ao promover os agronegócios e em alguma medida a agricultura familiar, abandonando a possibilidade de uma política massiva de assentamento rural de novas famílias no país, Lula da Silva praticou uma contrarreforma agrária, que sob o governo Dilma Rousseff foi aprofundada, em face da crise econômica que a levou a produzir severos cortes nos gastos públicos, particularmente, nos incentivos que vinham sendo destinados para a agricultura familiar. Tal reforma, agora, tem sido levada às últimas consequências por Temer. A isto chamou-se de reforma da contrarreforma agrária.

En diciembre del pasado año, en China informan sobre una neumonía de etiología desconocida, que más tarde la denominan COVID-19, declarándose pandemia mundial con riesgo muy alto. Según la OMS1, a la fecha la curva de casos positivos y defunciones está en constante ascenso. En lo que respecta a las Américas, se han notificado más de un millón de casos confirmados y 60211 defunciones, una gran mayoría en Estados Unidos, en América del Sur se destacan con mayor número de casos Brasil, Perú, Chile y Ecuador. En Bolivia se decreta la obligatoriedad de cumplir protocolos y normas de bioseguridad para prevenir su contagio. Claro que, todas las noches esperamos con ansiedad, el reporte actualizado de casos positivos por departamento.Sin embargo, no debemos olvidar que el sector agrícola e industria agroalimentaria, representa una de las actividades esenciales para la sobrevivencia de la humanidad, y como en la mayoría de los países en desarrollo, enfrenta una serie de limitaciones e inconvenientes para masificar su producción, aún más, con la presencia de un enemigo invisible, el COVID-19, que pese a esas circunstancias, el agricultor debe asegurar alimentos para consumo diario.Vivimos un momento histórico sin precedentes, varios sectores de la economía están siendo afectados de manera directa, y la agricultura, agroindustria no escapan de está, especialmente en sus interrelaciones, entre los eslabones de la cadena agroproductiva. Esto se evidencia, en los centros de abastecimiento, caracterizados por la intermediación en los procesos de comercialización. Claro está, que por decreto se garantiza la provisión de servicios básicos y alimentos de primera necesidad, que a su vez están integrados a la cadena agroproductiva y abastecimiento a toda la población, con la salvedad de que no todos los productores cuentan con acceso a los medios de transporte.La vigencia de la pandemia trajo consigo una serie de cambios, que a futuro en los procesos de producción, transporte y comercialización, serán afectados en gran medida, así la población que trabaja en este rubro está bajo riesgo de contagio, además la situación se agrava, en la región altiplánica dado que los condiciones extremas de la zona, bajas temperaturas, escases de agua, juegan un rol central en la recolección o cosecha, y que en la medida de sus posibilidades continúan de forma regular, además, que no debemos olvidar que se avecina una época adversa, propia del altiplano, obligando a este sector a solicitar a las instancias de Gobierno una mayor atención para los sistemas de producción agropecuaria y su comercialización.Finalmente, en esta coyuntura, el COVID-19 parece que se quedará en nuestra región por mucho tiempo, con ello se advierte un incremento en los niveles de pobreza a nivel nacional, que a la par se asocian con la disponibilidad de insumos, maquinaria, entre otros, por tanto, es necesario declarar como una actividad estratégica al sector agrícola, e industria agroalimentaria, como lo recomienda la FAO2. Condición que permitiría garantizar, alimentación en esta etapa y en la post infección. Porque, alimentarse con frutas y hortalizas frescas es más importante para la humanidad, que en definitiva, es primordial mantener disponible los alimentos de primera necesidad.

Os objetivos deste trabalho foram avaliar os efeitos de faixas de guandu (Cajanus cajan) e da incorporação da biomassa proveniente de sua poda na fertilidade do solo e na produtividade de três hortaliças sob cultivo orgânico. O delineamento usado foi de blocos casualizados completos em esquema de parcelas subsubdivididas com três repetições. As produtividades de beterraba, cenoura e feijão-de-vagem não foram afetadas pelos tratamentos. Nas parcelas onde não houve incorporação da biomassa de guandu, o balanço de nitrogênio no sistema foi negativo, ao passo que com a incorporação, esse balanço foi positivo. Embora tenha ocorrido balanço positivo para o fósforo nas parcelas sem a incorporação de biomassa de guandu, houve um aumento significativo na absorção desse elemento pelas hortaliças quando o material foi incorporado. O sistema de cultivo em aléias de guandu pode representar uma prática vantajosa para os produtores orgânicos, por contribuir na manutenção da fertilidade do solo.The objectives of this study were to evaluate the efficiency of pigeonpea (Cajanus cajan) biomass incorporation to the soil as well as the effect of presence or absence of pigeonpea hedgerows on soil fertility and productivity of three vegetables, beet, carrot and dwarf green bean. Samples were randomly taken in a block design with three replications for each crop. In the field, no other fertilization treatment was applied. In plots without biomass incorporation, nitrogen showed negative balance, whereas in the field with biomass incorporation a high positive N-balance was found. Concerning phosphorus, positive balances were determined in plots without biomass incorporation, however, the uptake of P increased significantly after biomass incorporation in all crops used. The results indicate that pigeonpea alley cropping system may represent an advantageous option for organic farmers to maintain or to improve soil fertility.
