The fact that the majority of the problems posed by SARS-CoV-2 infection in pediatric age do not need hospital care and that, therefore, infected children and adolescents can be managed at home highlights the need for a strengthening of territorial pediatric structures. The sharing of hospitalization and therapeutic management criteria for severe cases between professionals is essential to ensure a fair approach based on the best available knowledge. Moreover, the activity of social and health professionals must also include the description, management and limitation of psychophysical-relational damage resulting from the SARS-CoV-2 pandemic on the health of children and adolescents, whether or not affected by COVID-19. Due to the characteristics of COVID-19 pathology in pediatric age, the importance of strengthening the network between hospital and territorial pediatrics, school, educational, social and family personnel both for strictly clinical management and for the reduction in discomfort, with priority in children of more frail families, represents a priority. Their confinement to prevent the spread of the virus resulted in social isolation, often linked to the unwanted loneliness that hinders their emotional well-being. The enabling capacity of ICT (Information and Communication Technology) to overcome the negative effects of this isolation requires special attention. The purpose of this research is to understand the impact of the use of ICT on the emotional well-being of elderly people during their confinement. (2) Methods: A qualitative exploration method based on four focus groups with elderly people aged 60 years or older and three in-depth personal interviews with experts in education of the elderly were carried out. Furthermore, the operational capacity of ICT to prevent infection, as well as their positive emotional and humanizing role in providing access to entertainment and hobbies, and in improving self-esteem was also acknowledged. Such pandemic effects are believed to have influenced human behaviour; issues of panic buying (overbuying) and noncompliance among individuals are shown evident. However, the underlying understanding on such behaviours due to the pandemic remains unclear. Therefore, this perspective paper adopts the social dilemma theory and microeconomics concepts to analyse and explain the effects of COVID-19 on social behavioural reactions. It attempts to address the questions of what and why are the behaviours of individuals shown during the coronavirus pandemic and showcase how the theory is associated with current social phenomena. Real scenarios based on media reporting from the sociodemographic context of Malaysia, concerning the following issues; (i) competition over daily essentials; (ii) self-honesty of individuals; and (iii) adherence to government policies and measures enforcement (governance) were discussed. A conceptual framework was developed to illustrate interrelationships between social dilemma concepts and the phenomena. In essence, due to fear, uncertainty and greed, selfinterest and opportunistic (defective/unethical) behaviours of most individuals prevailing over societal collective interest amid the pandemic have been prevalently observed in the above instances, although a cooperative choice can eventually result in a better outcome for everyone. Not only do these non-cooperative behaviours of individuals create inconveniences, dissatisfactions and other forms of negative externalities, they also incentivise others to act selfishly, if no restrictions are imposed, that may eventually cause government interventions failures. This paper demonstrates the relevancy of the social dilemmas theory in better understanding fundamental human behavioural reactions amid the health crisis and the importance of incorporating the findings into government policymaking. These sociopsychological considerations help the government formulate holistic measures, namely stringent sanctions and monitoring enforcement, as well as incentivising cooperative and compliant behaviours of the public, which then contribute to curbing the COVID-19 pandemic more effectively. However, achieving such results is impossible without appropriate organizational and economic provision for the development of infrastructure of enterprises of rural green tourism, where the State-based levers and instruments play a special role, because due to the sudden, unprecedented drop in demand, the travel and tourism sector will require, first of all, financial incentives with regard to support and recovery. The article is aimed at determine the potential for the recovery of green rural tourism in the conditions of COVID-19 as an instrument for the renovation of the agrarian economy. It is specified that the development of normative and legal provision for the activation of economic activity in the sphere of rural green tourism is a basic condition for the formation of a legal framework for the development of this type of tourism and attraction of investments in this industry.
