Las políticas ambientales que se implementan en zonas habitadas por campesinos han configurado una tensión en su relación con el Estado, que en lugar de resolverse se extiende a nuevos territorios. Evidencia de ello es la delimitación de páramos, que involucra nuevas áreas como objetivos de conservación y uso sostenible de recursos naturales. La política de delimitación de páramos evidencia y estimula, a la vez, intereses sobre la alta montaña que vienen adquiriendo cierto protagonismo en la agenda del cambio climático y, por ende, resulta relevante entender los planteamientos que se identifican y que se derivan de las narrativas de esta política. Con base en la revisión de documentos que soportan la política, pronunciamientos de campesinos y en la agenda ambiental global, en medio de la cual se genera la política de páramos, el artículo identifica algunas de las prácticas y narrativas que se han adoptado y se perfilan en un ensamblaje que configura un tipo de relación inédita entre la vida campesina, la alta montaña y el Estado. Se concluye que la medida de la delimitación de los páramos emplea idénticas prácticas a las empleadas por previas políticas conservacionistas, con respecto a la población campesina, mantenerla confinada en el predio y negarla como comunidad de territorio. Estos elementos se extienden y afianzan la noción de la presencia campesina como incompatible con la conservación de ecosistemas, acarreando consecuencias a la intención de ser reconocidos como sujetos políticos. Ideas destacadas: artículo de revisión que explora las narrativas de los documentos de la política de delimitación de páramos y de los pronunciamientos de los campesinos. La delimitación de páramos, a través de distintas intenciones como la provisión de agua a las urbes y la negociación internacional, extiende y afianza la noción de la presencia campesina como incompatible con la conservación de ecosistemas. Estos hechos evidencian tensiones y contradicciones en la política pública dirigida a los campesinos del país.

El artículo busca caracterizar la transformación de la cobertura vegetal en el margen de la vía La Tagua-Puerto Leguízamo, en Putumayo (Colombia), y su incidencia en el calentamiento global. Para ello, se presenta el contexto histórico de la colonización en el municipio que provocó la transformación ecológica del paisaje; se analiza el comportamiento de variables climáticas, como precipitación y temperatura; y se mide la deforestación y emisión de CO2 por conversión de bosque a pastos, en el periodo 2002-2016. Este estudio de caso permite ver cómo los cambios en la cobertura y uso del suelo en la Amazonía colombiana, fruto de procesos de colonización, han elevado la emisión de gases de efecto invernadero, como el CO2.

El objetivo del presente artículo es analizar las cuencas transfronterizas entre la República del Líbano y los países ribereños, considerando aspectos de cooperación y conflicto, geopolíticos de la región árabe, así como gobernanza. Esto se complementa con la propuesta del paradigma de la Gestión Integrada de Recursos Hídricos (GIRH). Tradicionalmente, la cuestión de recursos hídricos compartidos en la región árabe ha estado altamente politizada, así como las negociaciones de alto nivel entre gobiernos han sido críticas. Al mismo tiempo, esto genera preocupación sobre la justicia y la seguridad hídrica. La atención ha estado centrada en disputas de largo recorrido surgidas de la dependencia árabe en recursos hídricos superficiales originados (o controlados por) países no árabes. El agua es uno de los recursos más preciados en Líbano, como en todo el mundo, en especial si se consideran los actuales y futuros escenarios de cambio climático. La crisis humanitaria de 1,5 millones de refugiados sirios en territorio libanés presiona en mayor medidasobre los servicios de agua y sobre los recursos; si bien dicha crisis hídrica antecede a la llegada de dichos refugiados y está marcada por la propia situación geopolítica. El agua disponible discurre por ríos, lagos, embalses y aguas subterráneas. Los recursos hídricos de este país se encuentran bajo estrés debido a distintos factores: prácticas de manejo no sostenibles, aumento de la demanda desde todos los sectores, contaminación y gobernanza inefectiva (casi ausente) del agua. El Líbano comparte las siguientes cuencas con países ribereños: el río Jordán, el río Orontes y el río Nahr Al Kabir. En lo que respecta a agua subterránea, la cadena montañosa de Anti-Líbano está ubicada en la frontera con Siria. La promoción de la cooperación es crucial para el manejo de los recursos hídricos compartidos en esta región. En este sentido, una acción más cooperativa y un diálogo constructivo son necesarios para gestionar estos recursos compartidos, considerando la gobernanza del agua, los principios de la hidrodiplomacia y la GIRH. Las preguntas que guían este estudio son conocer qué cuencas hídricas comparte el Líbano, cuáles son las características de las mismas, y si existen acuerdos internacionales que regulen su uso y aprovechamiento conjunto. En cuanto a la metodología utilizada, la siguiente investigación se basa en información de fuentes primarias y secundarias (investigaciones académicas, prensa especializada, estadísticas, entre otras). El análisis de datos es cualitativo y documental. Este artículo comienza con una introducción a la administración del agua en los países árabes. A continuación, se proponen bases teóricas para el estudio de cuencas transfronterizas. Como aporte al marco teórico, se desarrollan los principios sobre cursos de agua compartidos en el Derecho Internacional. A continuación, se presentan las cuencas transfronterizas del país de origen fenicio. Finalmente, se proponen las conclusiones del estudio.

[Introducción]: La heterogeneidad ambiental de los manglares está consistentemente relacionada con factores biofísicos y antrópicos locales. Debido a que estos ecosistemas están sometidos a distintas presiones naturales o antrópicas, es necesario comprender el efecto de estas prácticas de manejo sobre sus componentes, para guiar acciones conducentes a incrementar su grado de resiliencia ante fenómenos meteorológicos extremos. [Objetivo]: La propuesta de esta investigación consistió en evaluar la condición ambiental de 4 comunidades de manglar a partir del estudio de los componentes suelo y vegetación, mediante un conjunto de propiedades edáficas y dasométricas, en la zona norte de la laguna de Coyuca, México. [Metodología]: La selección de los sitios de estudio y muestreo consideró su representatividad espacial, grado de alteración y proximidad a la línea de costa. Se caracterizó la estructura y biomasa arbórea y se tomaron muestras de suelo a una profundidad de 30 cm para su análisis en laboratorio. [Resultados]: El inventario forestal mostró la presencia de las especies Rhizophora mangle, Laguncularia racemosa y Conocarpus erectus, cuya distribución está relacionada, principalmente, con el régimen hídrico del suelo, pH y salinidad. El almacén de carbono aéreo y edáfico fluctuó entre 41.5 y 165 Mg ha-1, siendo consistente con su grado de perturbación. [Conclusiones]: Los principales efectos de las actividades antrópicas fueron la pérdida parcial de la estructura del bosque por tala y quema, compactación de la capa superficial del suelo, lo que deriva en el incremento de la densidad aparente y reducción del carbono almacenado en biomasa y suelo.

El trabajo se desarrolló en áreas cañeras de un Vertisol Pélico de la costa norte de la provincia Villa Clara, municipio de Sagua la Grande, con el objetivo de evaluar los efectos de abonos órgano-minerales sobre el Índice de Calidad del Suelo y su impacto en el rendimiento de la caña de azúcar. Se desarrollaron 3 experimentos con abonos orgánicos y minerales naturales: abonos orgánicos (compost, cachaza), minerales naturales (zeolita y caliza dolomítica). El diseño empleado fue de bloque en franjas. Se utilizaron los datos de análisis de suelos realizados a la profundidad de 0-20 cm en los experimentos. Se evaluaron los siguientes indicadores: materia orgánica, agregados estables, factor de estructura, permeabilidad, índice de calidad del suelo, rendimiento de la caña de azúcar. Se utilizó la herramienta estadística de matriz de correlaciones y evaluación económica. El manejo del suelo con abonos orgánicos y sus combinaciones con minerales naturales incrementan el Índice de Calidad de Suelo Aditivo desde 2,88 hasta 3,98. Los resultados obtenidos demuestran la estrecha relación existente entre abonos órgano-minerales, Índice de Calidad de Suelo rendimiento de la caña de azúcar y su impacto económico.

I propose a reading of the Royal Commentaries (1609 and 1617) in contemporary code, that is, finding in the work meanings pertinent to social and historical problems of the beginnings of the 21st century. In contrast to the traditional readings of the Inca Garcilaso, based on philological and historicist criteria, I offer an interpretation towards the future of the Inca, that is, according to his validity to understand and contribute to the solution of current crises such as global warming and neocolonialism.
