El artículo tiene como objetivo central presentar algunas evidencias que investigadoresdesde diversos ámbitos han publicado sobre la relación entre elcambio climático y una de sus consecuencias: los desplazamientos poblacionales,debido a impactos ambientales, ya sean graduales o repentinos, por causasantropogénicas o naturales. En los últimos años más del 90% de los desplazamientosestán relacionados con desastres climatológicos como inundaciones,tormentas y fríos extremos. Para el caso de México los estudios muestran quees especialmente vulnerable, ya que se tiene zonas que serán impactadas porsequías, inundaciones y por fenómenos meteorológicos extremos en ambos litorales.Por lo que se debe considerar que si bien, el cambio climático es un fenómenode largo plazo y sus efectos se manifiestan de manera heterogénea porregiones; donde las proyecciones tienen un elevado nivel de incertidumbre,si envuelve un nivel de riesgo real elevado. Así, el implementar un adecuadoproceso para administrar apropiadamente este riesgo es apremiante.

Resumo – A região Oeste Catarinense se destaca na agricultura, pecuária e pesca principalmente voltada ao pequeno produtor que muitas vezes está inserido na agricultura familiar. A região conta com pequenas propriedades agrícolas que desenvolvem criações diversificadas e a piscicultura é uma delas. A tlápia já se consolidou como o principal produto pesqueiro/aquícola no Brasil, sendo muitas vezes cultivada em tanques-rede (TR) e viveiros escavados. Nesse sentdo, um projeto pioneiro do cultvo de tilápias em TR foi iniciado em 2011 com a implantação de 48 unidades de TR no lago da usina hidroelétrica de Itá, município de Concórdia, SC. Esses TR possuem um volume de 6m3 e 18m3 cada unidade e hoje o projeto possui um total de 168 TR com uma produção total de tlápia (média de 600g) estimada em 170t por safra para o ano de 2017. Abstract – The west region of Santa Catarina is well recognized for its potential agriculture, livestock and aquaculture production mainly practiced by family-farming small producers. In this region, fish farming has grown increasingly mainly due to its favorable conditions for tilapiculture often grown in ponds and recently in a cage. In this sense, a pioneer project of tilapia cultivation in cages (volume 6m3 and 18m3 each tank) has been settled in the lake of Itá hydroelectric located surrounding Concórdia, SC. Currently, the fish farming consists of 168 cages with a total production of around 170t (average of each tilapia 600g) in the year of 2017.

Las tierras secas comprenden una superficie sustancial de Iberoamérica (25% de América Latina y el Caribe, o más de la mitad del estado español). En este contexto, Brasil posee una porción significativa de los recursos hídricos superficiales y subterráneos. Sin embargo, en su territorio se encuentran áreas semi-áridas, con extrema escasez hídrica, que comprenden 1300 municipios (cerca del 25% del total de municipios del país), distribuidos en 9 estados, en los que viven más de 22,5 millones de habitantes. Estos se encuentran afectados directa o indirectamente por una situación de severa escasez de recursos hídricos agravada por cambiosclimáticos, consecuencia del calentamiento global. Resulta importante conocer el acervo de tecnologías tradicionales y no tradicionales para captar, almacenar, y utilizar el agua, adaptadas a las diferentes situaciones socio-económicas e hidro-ambientales, así como indicadores del uso eficiente del agua, validados y homologados como herramienta estratégica de gestión en políticas y programas de seguridad hídrica. Este trabajo tiene como objetivo conocer el estado de nuestro conocimiento sobre dichos indicadores y discutir el caso del semi-árido brasileño en el contexto de las tierras secas de Iberoamérica, y del Plan Nacional de Recursos Hídricos del Estado de Bahía.

El derecho humano al abastecimiento y al saneamiento (DHAS) constituye hoy en España y en Europa la bandera de un movimiento que se articula en torno al concepto del agua como bien común y que se orienta al objetivo de construir un modelo de gestión pública participativa y transparente. La materialización efectiva del DHAS se relaciona discursivamente con la titularidad pública o privada de los operadores de los servicios urbanos de agua, lo que ha contribuido a la reactivación de los debates sobre la necesidad de conservar o recuperar el carácter público de estos servicios, y sobre la necesidad de generar marcos jurídicos que garanticen políticas de democracia local efectiva. A esta dimensión sociopolítica, se añade otra característica: el movimiento del DHAS en España sintoniza en discurso y articulación organizativa con las perspectivas socio-eco-integradoras de la gestión del agua como recurso natural, de los ecosistemas acuáticos. Ésta es una cualidad importante y en cierta manera distintiva de la experiencia española, que contrasta con los desencuentros y conflictos que frecuentemente caracterizan a las perspectivas social y ambiental en los movimientos de defensa del agua, y en general de los recursos naturales. Complementariamente a lo anterior, este artículo presenta un nuevo enfoque de la tipología de pobrezas hídricas. La reciente recepción del DHAS en los países europeos se ha focalizado especialmente en la asequibilidad (prohibición de cortes, garantía del mínimo vital, tarifas sociales) y en las implicaciones para la gobernanza (transparencia, rendición de cuentas) y el modelo de gestión (publico versus privado). No obstante, a lo largo de la investigación que se presenta, se ha constatado que la accesibilidad sigue siendo un problema significativo en ciertas regiones europeas, relacionado especialmente con la existencia de asentamientos marginales, chabolismo, personas sin hogar o trabajadores temporeros inmigrantes en áreas rurales. Finalmente, este artículo aborda la cuestión de la regulación legal del derecho humano al agua en España, analizando las claves de este proceso y presentando las últimas propuestas del movimiento del DHAS en el que sus autores conceptualmente se sitúan. Desde un punto de vista teórico (ecología política urbana) y metodológico (investigación-acción participativa transdisciplinar), el artículo se ha desarrollado en el doble marco en el que los autores se desenvuelven. Por una parte, el grupo de trabajo de ciclo urbano del agua de la Fundación Nueva Cultura de Agua (https://fnca.eu/oppa/ciclo-urbano-del-agua); y, por otra, la Red de Excelencia de la Agencia Estatal de Investigación sobre pobreza hídrica (WAPONET, CSO2017-90702-REDT, https://waponet.org/approach/).

Se desarrolló una plataforma computacional basada en tecnologías de información y comunicación (TIC´s) para la programación integral y gestión de riego por Internet en el cultivo de papa, la cual ajusta las demandas hídricas del cultivo de papa a la variabilidad climática observada en los últimos años en el Valle del Fuerte, Sinaloa, México. El fundamento de la tecnología fue un modelo de programación integral del riego basado en grados-día crecimiento (GD), integrándose a un software (Irrimodel) operado a través de Internet. El sistema cuenta con las siguientes capacidades: a) elabora planes de riego bajo diferentes escenarios climáticos, disponibilidad de agua y manejo; b) pronostica el riego con alta precisión de acuerdo con el desarrollo del cultivo y acumulación de GD; y c) genera y envía solicitudes de riego al módulo prestador del servicio. La transferencia a productores se hizo en tres meses en más de 3 000 ha, donde se presentaron dos niveles de uso. En 56% (1 738 ha), su aplicación fue con nivel alto, mientras que el resto con nivel medio. La superficie con nivel alto se conformó de 396 ha bajo riego por gravedad y 1 334 ha bajo riego por aspersión. Tanto en parcelas con riego por gravedad como de aspersión se incrementó la eficiencia de aplicación (Ea) (18%), rendimiento (7 t) y productividad del agua (1.5 kg·m-3), siendo mayor en las de gravedad contra manejo tradicional. En este trabajo se presenta un análisis de esta tecnología a gran escala como alternativa para la adaptación de la programación del riego ante los efectos del cambio climático.

Periphytic algal community in artificial and natural substratum in a tributary of the Rosana reservoir (Corvo Stream, Paraná State, Brazil). This study evaluated the heterogeneity in periphytic algal community, under the influence of time colonization on artificial substratum. We also examined which abiotic variables most influenced the community in natural and artificial substratum. Egeria najas Planchon was used as natural substratum, and a plastic plant, asartificial. This experiment was carried out in a lateral arm from Rosana Reservoir, formed by Corvo Stream (Paranapanema river basin), in the period from November 21st to December 12nd, 2003, characterized as a warm and rainy period. Changes in species composition were assessed using the similarity indices. 495 taxa were registered in the phycoperiphytic community, distributed in 133 genera and 11 classes. Zygnemaphyceae, Bacillariophyceae, Chlorophyceae and Cyanophyceae presented higher species number, in both substrata. Staurodesmus, Closterium, Staurastrum and Cosmarium (Desmidiales); Gomphonema and Eunotia (Pennales); Characium, Scenedesmus and Desmodesmus (Chlorococcales); Anabaena and Aphanocapsa (Nostocales and Chroococcales, respectively) were the most species-rich genera. The epiphytic community reached the highest species richness in the 15th successional day. Regardless the substratum type, the number of species was probably related to the high concentrations of nutrients (phosphorus and nitrogen).Este trabalho objetivou analisar a composição da comunidade de algas perifíticas sob influência do tempo de colonização em substrato artificial. Ainda procurou responder quais variáveis abióticas mais influenciaram na comunidade em substrato artificial e natural. Utilizou-se Egeria najas Planchon como substrato natural e planta de plástico semelhante à Egeria como artificial. O experimento foi realizado no rio do Corvo, tributário do reservatório de Rosana (bacia do Paranapanema). As amostragens foram realizadas de 21 de novembro a 12 de dezembro de 2003, quando o clima é caracterizado como quente e chuvoso. As alterações na composição específica do ficoperifíton foram analisadas utilizando-se o índice de similaridade. A comunidade de algas perifíticas compreendeu 495 táxons, distribuídos em 133 gêneros e 11 classes. Zygnemaphyceae,Bacillariophyceae, Chlorophyceae e Cyanophyceae apresentaram maior número de espécies, em ambos os substratos. Staurodesmus, Closterium, Staurastrum e Cosmarium (Desmidiales); Gomphonema e Eunotia (Pennales); Characium, Scenedesmus e Desmodesmus (Chlorococcales);Anabaena e Aphanocapsa (Nostocales e Chroococcales, respectivamente) foram os gêneros mais representativos. A comunidade perifítica do substrato artificial atingiu maior número de espécies no 15º dia sucessional. O número de espécies independentemente do tipo de substrato foi relacionado à maior disponibilidade de nutrientes (fósforo e nitrogênio).

La conformación urbana de Comodoro Rivadavia en la Patagonia argentina ha sido influida históricamente por la extracción de hidrocarburos, condicionando el acceso al suelo urbano. Esta ciudad responde a una crisis ambiental global que tiene como emergente al riesgo, lo cual quedó reflejado durante las precipitaciones extraordinarias acaecidas en el otoño de 2017. El presente trabajo analiza cómo las dificultades de acceso al suelo son un componente fundamental en la conformación de escenarios de riesgo ambiental. Reconociendo que estos se corresponden con sistemas complejos y en la búsqueda de miradas que confluyan en la ecología política, se pretende vincular estas dificultades con la construcción de la vulnerabilidad. El enfoque metodológico contempló la realización de entrevistas, revisión de fuentes secundarias y el abordaje interdisciplinario. A manera de conclusión, sostenemos que las dificultades de acceso al suelo generadas por la industria petrolera fueron una causa estructural del desastre ambiental.

En este monográfico de la revista Empiria presentamos una selección de seis artículos que analizan distintos aspectos de la praxis de los movimientos sociales desde perspectivas metodológicas diversas. Esta selección se fraguó a principios del 2020, en un contexto muy distinto al actual. Entonces parecía que empezábamos a dejar atrás la crisis del 2009, había pasado casi una década de la indignación del 15M y se apreciaban sustanciales avances de los movimientos LGTBI y feminista, entre otros. En el año y medio transcurrido desde entonces, el mundo ha sufrido la mayor sacudida a escala global que podemos recordar. El “cisne negro” de la pandemia sobresaltó y cambió, de un modo u otro, todas nuestras vidas. Pero no eliminó otros conflictos y amenazas que siguen avanzando y nos obligan a replantear nuestras prioridades. Ahora es preciso seguir haciendo frente a la pandemia sin desatender los urgentes retos movilizadores que plantea la lucha contra el cambio climático y, por extensión, su impacto en múltiples ámbitos (pobreza energética, el campo y la “España vaciada”, migraciones, catástrofes ecológicas, retroceso en derechos aparentemente consolidados, entre otros muchos), todo ello entre una creciente desafección política y el auge de populismos y nacionalismos.
