A partir de entonces se ha extendido la extracción de metales preciosos como el oro bajo la técnica de minería a cielo abierto. El presente trabajo analiza desde la óptica de la ecología política los conflictos socioambientales por megaminería en torno al agua en Sonora, en particular la contaminación por derrames y la falta de disponibilidad de agua. La información fue sistematizada y analizada a partir de fuentes periodísticas y académicas. Se identificaron 11 conflictos vinculados con el agua. Ocho se relacionan con la disminución en calidad a causa de un derrame y tres con la disminución en disponibilidad por acaparamiento de agua por parte de las empresas. El análisis refleja las debilidades del modelo de gobernanza ambiental predominante en México que antepone intereses privados a los públicos. Se argumenta a favor de la necesidad de devolverle al Estado la facultad de proteger los derechos humanos de la ciudadanía, entre ellos el derecho humano al agua. Resulta-dos. En el estudio se argumenta que, con es-tos programas, a pesar de las mejoras en el estado de nutrición, la ingesta de alimentos altamente energéticos, ricos en grasas, azuca-res y sodio, ha incrementado. La gente de las dos comunidades tiende a consumir alimen-tos altamente industrializados, mientras que la producción e ingesta de los alimentos pro-ducidos en las milpas y los de traspatio dismi-nuyen. La desinformación, el bajo nivel educativo, la nula educación nutrimental y la gran disponibilidad de alimentos industriali-zados, son algunos de los factores que contri-buyen a tal consumo. Limitaciones. Fue una limitante durante el trabajo de campo acceder a la información oficial de los programas Prospera, PESA, PA L y Cocinas Escolares, so-bre cómo funcionan en la práctica dentro de las comunidades. No obstante esta situación se compenso realizando entrevistas a profun-didad a funcionarios públicos y en especial a los beneficiarios de los programas antes men-cionados, para conocer a fondo como funcio-na cada programa social. Conclusiones. Se concluye que los programas públicos analiza-dos requerirían componentes educativos más claros respecto a la calidad de los alimentos consumidos. Aunque no es el objetivo central de los programas analizados de fomentar la pro-ducción de alimentos deben de estimular la pro-ducción de alimentos tradicionales y sanos me-diante programas educativos. This study was carried out using information from the Jaguaribe River basin, located in the Northeast region of Brazil, which has an important restriction in the availability of water resources and high competition for water use. From a set of indicators (production, water, economic, and social), the overall performance index of irrigated agriculture was estimated (ranging from zero to 1.0) for two scenarios: high water scarcity and low water scarcity. The performance index used was based on the mean value of these security criteria normalized with respect to the maximum value of the indicator for the crop obtained in the sub-basin. A low performance index of irrigated agriculture (less than 0.3) has always been associated with inadequacy of more than one security indicator. Crops with significant cultivated areas and, therefore, requiring a high volume of irrigation, such as rice, sugar cane, banana, and green coconut, require technical interventions related to the management of the soil–water–plant system aiming at improving yield with less water. Under conditions of water restrictions, crops with performance indexes higher than 0.3 should be prioritized. The study presented here for Jaguaribe River basin may support public policies related to irrigation and agronomic techniques necessary to improve the performance of agricultural under tropical dry lands.
