El artículo estudia la sucesión de cambios en la estructura política internacional ante la reconfiguración de las fuentes de poder. Establece tres vertientes en las bases teóricas del cosmopolitismo urbano. La primera indica cuáles deberían ser los fundamentos de una elaboración teórica. La ciudad internacional contribuye a la reconfiguración de la estructura y el ejercicio del poder interestatal ocupando o creando nuevos espacios que contribuyen a la pluralidad de las Relaciones Internacionales. El segundo aspecto que se analiza es el crecimiento de la ciudad como unidad de medida en la economía global. Los flujos de capital circulan y operan sobre una base local con destinos globales. Son las ciudades y sus extensiones metropolitanas quienes se benefician del sistema económico. Aparecen grandes bolsas de desigualdad interna y, sobre todo, con una ruptura entre ciudades dentro y fuera del orden económico, incluyendo aquí la desigualdad relacional que se genera en los territorios menos poblados. Por último, se incide en la razón antropocénica, esto es, el impacto de la acción humana en las condiciones naturales y sus consecuencias en el orden mundial. El cambio climático cambia el sustrato principal de las Relaciones Internacionales, que es el medio físico y la geografía. Sobre estas dos dimensiones tangibles, se ordenan las bases del poder y la teoría básica de los estudios internacionales. Al cambiar el tablero estratégico, la ciudad conquista posiciones de poder no coercitivo, lo que facilita la colaboración mediante redes y estructuras. El aspecto militar y de seguridad no es relevante para la diplomacia urbana, que se centra en aspectos de poder económico y social. Los resultados indican que el nuevo cosmopolitismo tiene bases urbanas y ofrece un marco de interpretación de las tensiones entre centro y periferia de la acción exterior, la globalización económica y las nuevas políticas públicas en la lucha contra el cambio climático. El cosmopolitismo urbano emerge como referencia teórica en el orden postliberal.

The near-pristine bog ecosystems of Tierra del Fuego in southernmost Patagonia have so far not been studied in terms of their current carbon dioxide (CO2) sink strength. CO2 flux data from Southern Hemisphere peatlands are scarce in general. In this study, we present CO2 net ecosystem exchange (NEE) fluxes from two Fuegian bog ecosystems with contrasting vegetation communities. One site is located in a glaciogenic valley and developed as a peat moss-dominated raised bog, and the other site is a vascular plant-dominated cushion bog located at the coast of the Beagle Channel. We measured NEE fluxes with two identical eddy covariance (EC) setups at both sites for more than 2 years. With the EC method, we were able to observe NEE fluxes on an ecosystem level and at high temporal resolution. Using a mechanistic modeling approach, we estimated daily NEE models to gap fill and partition the half-hourly net CO2 fluxes into components related to photosynthetic uptake (gross primary production, GPP) and to total ecosystem respiration (TER). We found a larger relative variability of annual NEE sums between both years at the moss-dominated site. A warm and dry first year led to comparably high TER sums. Photosynthesis was also promoted by warmer conditions but less strongly than TER with respect to absolute and relative GPP changes. The annual NEE carbon (C) uptake was more than 3 times smaller in the warm year. Close to the sea at the cushion bog site, the mean temperature difference between both observed years was less pronounced, and TER stayed on similar levels. A higher amount of available radiation in the second observed year led to an increase in GPP (5 %) and NEE (35 %) C uptake. The average annual NEE-C uptake of the cushion bog (-122±76 gm-2a-1, n=2) was more than 4 times larger than the average uptake of the moss-dominated bog (-27±28 gm-2a-1, n=2).

El objetivo de la investigación fue integrar herramientas de gestión ambiental para reducir vulnerabilidades en unidades seleccionadas como sitios de intervención del proyecto Bases Ambientales para la Sostenibilidad Alimentaria Local (BASAL), en el municipio de Jimaguayú, Camagüey, Cuba. Las herramientas fueron: modelo de ordenamiento ambiental (MOA) y estudios de peligro, vulnerabilidad y riesgos hidrometeorológicos, sequía, incendios rurales, y sanitario por epizootias (PVR). Se analizaron cuatro unidades de producción de leche (UPL) pertenecientes a la Unidad Básica de Producción Cooperativa (UBPC) Patria o Muerte, que se ubicaron en el mapa digital de las unidades ambientales (UA) del MOA, para considerar los lineamientos que le correspondía a cada una. También se revisaron e integraron por cada unidad, las medidas que se deben adoptar en correspondencia con cada peligro. Como resultado, se precisó que las cuatro vaquerías se ubican en áreas de UA para las que el principal uso ambientalmente recomendado es el pecuario y se identificaron cuatro medidas que deben desarrollarse para lograr una gestión ambiental integrada, las que se deberán adicionar a las medidas de adaptación respecto al cambios climáticos que precisó BASAL para estos sitios. Se concluye que la integración de las herramientas descritas, enriqueció la propuesta de medidas de adaptación al cambio climático, recomendadas en las UPL de la UBPC Patria o Muerte, lo que coadyuva a una gestión ambiental integrada, para un desarrollo sostenible de la producción de leche.

El Plan de Acción para el Manejo de las Zonas Costeras de Nicaragua fue formulado durante la primera fase del programa “Manejo Integral de las Zonas Costeras de Nicaragua” (MAIZCo). La agencia ejecutora de la primera fase fue la Dirección General del Ambiente (DGA) del Ministerio del Ambiente y Recursos Naturales (MARENA). Las estrategias y propuestas de acciones inmediatas formuladas en el Plan de Acción están basadas en un marco conceptual y un diagnóstico de las potencialidades y problemática de la Zona Costera. Tanto el marco conceptual como el diagnostico fueron desarrollados en un intenso proceso de interacción con los actores sustantivos. Una serie de entrevistas y talleres a nivel local, regional y nacional fueron organizados. Un primer paso incluyó la definición de los siguientes dos principios guías para el Manejo Integral de las Zonas Costeras en Nicaragua. El objetivo general del plan es facilitar un uso sostenible de los recursos naturales en las zonas Costeras de Nicaragua para el beneficio de toda la sociedad. Además, como objetivos específicos se considera contribuir al crecimiento económico; mantener la integridad de los ecosistemas costeros; contribuir a una distribución equitativa de los bienes y servicios producidos por los recursos naturales; y facilitar un efectivo y eficiente manejo. El diagnóstico de las zonas costeras incluyó: Nicaragua tiene extensivos recursos naturales en el área costera, los cuales podrían –pero no- jugar un substancial rol en el desarrollo social y económico de Nicaragua. La problemática general no es la degradación de los ecosistemas costeros, pero si en general los recursos están subexplotados y los beneficios no están bien distribuidos. Un uso indiscriminado, sin embargo, podría significar en un futuro inmediato la sobreexplotación de ecosistemas específicos (ejemplo: áreas de manglares en la costa Pacífica) y especies (ejemplos: la langosta en la costa Atlántica). Las actividades identificadas como prioritarias fueron: (a) Iniciar el Manejo Integral de Zonas Costeras en áreas de manejo piloto a través de la identificación de actores involucrados y la formación de la posible unidad técnica para coordinar el proyecto a nivel regional. (b) Capacitar al Grupo de Manejo de las Zonas Costeras de MARENA, incluyendo sistemas de información geográfica entre otros. (c) Iniciar a nivel nacional la Valoración de los RRNN; Indicadores de Sostenibilidad; y Vulnerabilidad ante los Cambios Climáticos e Incremento del Nivel del Mar. (d) Establecimiento de mecanismos de coordinación a nivel nacional. (e) Definición de Zonas Costeras y Priorización y Selección de áreas de Manejo Especiales (AMIEs). (f) Iniciar con el proceso de formulación del proyecto, para el establecimiento de un centro de documentación e información de Zonas Costeras.

Sin embargo, durantedemasiados años los esfuerzos en la mayor parte del mundo se handirigido a tratar estos dos problemas separadamente. De hecho, muya menudo se considera que los beneficios de la protección del climasobre la salud se obtendrían a largo plazo. Por el contrario, lo que seha puesto de manifiesto en los últimos años es que las acciones parareducir las emisiones de gases contaminantes redundarían en efectosbeneficiosos a corto plazo debido a la reducción del impacto de loscontaminantes atmosféricas sobre la salud de los ciudadanos.En este capítulo se presentan los posibles riesgos de los contaminantesmás relacionados con los cambios climáticos, como el ozonoo las partículas finas. Teniendo en cuenta las incertidumbres y desconocimientossobre el tema en el presente se plantean las principalesimplicaciones para las políticas sobre el tema en España, asícomo las necesidades de investigación. En este sentido, tanto desdeel punto de vista de la vigilancia como de la investigación se consideranecesario el establecimiento de un sistema de vigilancia epidemiológica de los efectos de la contaminación atmosférica y su relación con los cambios globales.

La Ciénaga de Zapata es el mayor humedal del Caribe insular. Es un humedal frágil y vulnerable al cambio climático. El presente trabajo hace un análisis preliminar de la relación de la Ciénaga de Zapata con el cambio climático. El análisis muestra apuntes sociales y económicos que caracterizan al humedal. Se plantean algunos de los valores ecológicos de la ciénaga como parte de esta caracterización y a continuación se muestran vulnerabilidades del ecosistema ante el cambio climático, los impactos de este cambio en el humedal y se da una serie de medidas de adaptación, que culminan con la propuesta de un proyecto integral con una serie de salidas que permitan atenuar las incertidumbres y favorecer la explotación y manejo del humedal. En la propuesta de proyecto se incluye también el humedal de Majaguillar ubicado en la costa Norte de la provincia de Matanzas.

La intención de este trabajo es hacer una aproximación conceptual entre la geoingeniería como tecnología y los vacíos que la ciencia deja de responder. Es por esto que nos encargaremos de estudiar las consecuencias socio-ecológicas que devienen de los paneles científicos de decisores en esta materia. Para ello, hablamos de la ciencia y la tecnología como la racionalidad dominante que no se ha pensado a sí misma, luego haremos una crítica a la narrativa hegemónica del Antropoceno y finalmente revisamos informes del Grupo Intergubernamental de Expertos sobre el Cambio Climático (IPCC por sus siglas en inglés) para aproximarnos discursivamente al fenómeno y señalar los visos ideológicos ocultos en el lenguaje científico. Abstract This paper offers a conceptual approach framework between geoengineering as technology and the “emptiness” in science as a form of knowledge. This is why we will study the socio-ecological consequences of the role of scientific panelists and decision-makers towards the geoengineering agenda. We would like to talk about science and technology as the dominant rationality that “doesn’t think itself”, then we will make a critique of the hegemonic narrative of the Anthropocene and finally revise some Intergovernmental Panel on Climate Change (IPCC) reports as a way to study the discursive phenomena and point out some ideological interstices in the scientific language.

Las emisiones antropogénicas y naturales a la atmósfera, al aumento de concentración de gases de efecto invernadero, el calentamiento global, el cambio climático y el cambio global son hoy situaciones muy preocupantes para la comunidad científica internacional. Las vulnerabilidades, los impactos y las medidas de adaptación a escenarios futuros del clima, son una prioridad para la que ya vienen trabajando científicos y especialistas. Los humedales, ecosistemas con vulnerabilidad natural a los embates del clima, según el tercer informe del IPCC, han sido poco estudiados en su relación con el cambio del clima. Recientemente Ramsar ha solicitado al IPCC el desarrollo de un informe técnico sobre la relación de los humedales y el cambio climático, sin embargo, existe hoy una gama de conocimientos, que a pesar de las incertidumbres, permite tener un acercamiento a la acción del cambio climático sobre los humedales. En el presente estudio se muestra un análisis preliminar sobre vulnerabilidades, impactos y medidas de adaptación de los humedales al cambio climático.

Species distribution models (SDMs) are popular tools for predicting the geographic ranges of species. It is common practice to use georeferenced records obtained from online databases to generate these models. Using three species of Phaedranassa (Amaryllidaceae) from the Northern Andes, we compare the geographic ranges as predicted by SDMs based on online records (after standard data cleaning) with SDMs of these records confirmed through extensive field searches. We also review the identification of herbarium collections. The species’ ranges generated with corroborated field records did not agree with the species’ ranges based on the online data. Specifically, geographic ranges based on online data were significantly inflated and had significantly different and wider elevational extents compared to the ranges based on verified field records. Our results suggest that to generate accurate predictions of species’ ranges, occurrence records need to be carefully evaluated with (1) appropriate filters (e.g., altitude range, ecosystem); (2) taxonomic monographs and/or specialist corroboration; and (3) validation through field searches. This study points out the implications of generating SDMs produced with unverified online records to guide species-specific conservation strategies since inaccurate range predictions can have important consequences when estimating species’ extinction risks.
