                <text>Resumo: A Lei nº 11.947, de 2009, a mais longínqua política de alimentação escolar brasileira, além de favorecer toda a rede pública de educação básica, agregou um mercado importante para os agricultores familiares, ao certificar que, no mínimo, 30% dos repasses do Fundo Nacional de Desenvolvimento da Educação (FNDE) devem ser utilizados para adquirir alimentos provenientes da agricultura familiar. Contudo, nos institutos federais, instituições importantes tanto para o âmbito da segurança alimentar e nutricional quanto para o desenvolvimento local e regional, a operacionalização do Programa Nacional de Alimentação Escolar (PNAE) tem sido difícil. Nessas instituições, a implementação é complexa, pois envolve relações sociais entre vários atores, discricionariedades e elementos institucionais. O objetivo deste artigo é apresentar como os atores implementadores, as suas relações sociais e os elementos institucionais podem estimular dinâmicas específicas de implementação do PNAE. Para tanto, o lócus de estudo foi o Instituto Federal de Educação, Ciência e Tecnologia Baiano (IF Baiano), campus Senhor do Bonfim. Como percurso metodológico, foram adotados um estudo de caso de caráter descritivo, de natureza quali-quantitativa, estudos bibliográfico e documental e entrevistas semiestruturadas. A pesquisa revelou que as relações sociais, os elementos institucionais e as especificidades locais influenciam a implementação e os resultados das políticas públicas.</text>

                <text>RESUMO O artigo a seguir apresenta uma discussão sobre a ideia de uma vida multiespécie, através de dois passos. O primeiro deles se refere a um questionamento do dispositivo antropocêntrico que opera no pensamento antropológico, discutindo seu processo recorrente de delimitação da vida humana como uma vida qualificada, política, em detrimento da vida animal como desqualificada, mecânica. O segundo passo indica elementos constitutivos de um pensamento ecológico que não se subordina ao tipo de reducionismo presente na oposição clássica entre cultura e natureza. A partir desses dois passos, o termo multiespécie é discutido em função do diagnóstico do esgotamento do aparato conceitual fundado no exclusivismo do humano e na ideia da natureza como um pano de fundo para as ações humanas.</text>

                <text>Resumo O artigo busca analisar se o posicionamento político e ideológico e o alinhamento partidário entre prefeito ou vice-prefeito e a Presidência da República têm algum efeito sobre o cumprimento da Lei n.o 11.947/2009, notadamente no que concerne às aquisições da agricultura familiar pela alimentação escolar. Partiu-se da hipótese de que, nas prefeituras que foram governadas por prefeitos ou vice-prefeitos do Partido dos Trabalhadores (PT), a participação da agricultura familiar na alimentação escolar diferenciar-se-ia positivamente (percentual mais elevado) em relação às demais municipalidades. Para tanto, foram analisados os municípios do Rio Grande do Sul e Santa Catarina e as gestões do período 2009-2016. Os resultados indicaram diferenças entre as duas gestões (2009/2012 e 2013/2016) e comportamentos diferenciados nos dois estados no tocante à vinculação partidária e à participação da agricultura familiar na alimentação escolar. Assim, os dados não nos permitem confirmar a hipótese que orientou o trabalho.</text>

                <text>Resumo: Movimentos contemporâneos contrários às formas industriais de produção, abastecimento e consumo agroalimentar defendem processos alternativos que reconectem produtores e consumidores, resgatando valores culturais e sociais, relocalizando a agricultura nos territórios e valorizando a dimensão ambiental. Nesse contexto, destaca-se o aumento da demanda por alimentos orgânicos e mudanças nos padrões de produção e consumo, baseadas em valores de qualidade e confiança. Nessa perspectiva, este estudo objetiva analisar a experiência do Laboratório de Comercialização da Agricultura Familiar (LACAF-UFSC), com foco no projeto de extensão Células de Consumidores Responsáveis (CCR), em um esforço de compreensão da sua contribuição para a construção social de mercados de orgânicos/agroecológicos em Florianópolis-SC, Brasil. Teoricamente, o estudo define as Redes Agroalimentares Alternativas (RAA) e articula esta noção com a de Redes de Cidadania Agroalimentar (RCA). Metodologicamente, é desenvolvida uma observação participante junto à experiência do projeto supracitado, bem como a análise de dados primários e de outros documentos. Conclui-se que as CCR constituem um modelo eficaz de tecnologia social que ajuda a articular novas relações entre produção e consumo de alimentos, e se integram na lógica das RCA, representando uma forma de resistência nos mercados agroalimentares, capaz de contribuir para redesenhar cadeias de abastecimento alimentar nas grandes cidades.</text>

                <text>As cultivares de milho com proteína de alto valor biológico (QPM), lançadas pela EMBRAPA, podem-se constituir em boa alternativa para a agricultura familiar brasileira. No trópico úmido seu desempenho dever ser confirmado nas condições prevalentes entre os agricultores. Diante disso, foi instalado, em janeiro de 1999, em Argissolo Vermelho-Amarelo Distrófico arênico e sob sistema de cultivo em aléias, um experimento em blocos ao acaso, com parcelas de 4 x 6 m² e quatro repetições, para avaliar o crescimento e a produtividade de duas cultivares de milho de alto valor protéico (BR 473 e BR 2121), em comparação com outras três utilizadas na agricultura maranhense: Ferro (cultivar tradicional, recolhida junto aos agricultores), BR 106 e AG 1051 (de baixo e médio nível tecnológico respectivamente). Foram avaliados o índice de área foliar, a taxa de assimilação líquida, o número de espigas, grãos por espiga, massa da espiga e de 100 grãos e o índice de colheita. Concluiu-se que a cultivar BR 473 pode ser recomendada para condições de solos ácidos de baixa fertilidade e para temperaturas altas, exceto BR 2121. A cultivar AG 1051 apresentou produtividade muito superior em relação às demais cultivares. O uso generalizado da cultivar Ferro pela agricultura familiar só se justifica pela possibilidade de armazenamento na lavoura, que consiste em deixar o milho no campo, vários meses após a maturação, pela sua alta resistência às pragas de pós-colheita; ademais sua produtividade foi menor que todas as outras cultivares testadas.</text>

                <text>Resumo  Introdução A compra institucional para a alimentação escolar é uma oportunidade de incentivo a novas cadeias de abastecimento, sobretudo em nível local.  Objetivo Avaliar a gestão municipal do Programa Nacional de Alimentação Escolar (PNAE) relacionada ao fomento e aquisição de alimentos da agricultura familiar.  Método Foi realizado levantamento bibliográfico de estudos avaliativos no âmbito do PNAE para seleção dos indicadores e medidas pertinentes ao objeto e desenvolvido um modelo avaliativo. O modelo avaliativo foi pactuado após submissão a oficinas de consenso. Foi elaborado um questionário e enviado por meio eletrônico a 18 municípios de Santa Catarina. A amostra foi definida de forma intencional, e os municípios selecionados por meio de sorteio. Para avaliar as ações da gestão municipal do PNAE destinadas ao fomento e aquisição de alimentos da agricultura familiar, foram utilizados 5 indicadores, 9 medidas e suas respectivas questões.  Resultados A avaliação dos municípios foi predominantemente “regular” (88%; n=14).  Conclusão A avaliação apontou fragilidades da gestão municipal em relação ao desconhecimento da legislação e não aplicabilidade dos critérios previstos em normativa, especialmente quanto ao Planejamento de Cardápios, realização de Chamada Pública e seleção dos Projetos de Venda.</text>

Europa, en un firme propósito por superar los retos que supone, aboga por una nueva estrategia de crecimiento capaz de transformarla en una economía moderna, eficiente en el uso de los recursos y competitiva, con un triple objetivo de partida: dejar de producir emisiones netas de gases de efecto invernadero en 2050; un crecimiento económico disociado del uso de recursos; que ninguna persona ni lugar se queden atrás. El logro de una economía sostenible en la Unión Europea toma, en principio, como hoja de ruta el Pacto Verde Europeo, pero trata de ir más allá en su propósito de ser climáticamente neutra en 2050, para lo que se ha propuesto una Ley Europea del Clima que convierta el actual compromiso político en una obligación legal.</text>

                <text>Resumen Este artículo se propone abordar la temática de los desplazamientos forzados en África, desde un enfoque que, enfatizando en los motivos medioambientales de dichos movimientos, sea capaz de ilustrar la complejidad inherente a este problema, atravesado por una multiplicidad de factores que van desde situaciones políticas, económicas y sociales, a circunstancias étnicas y ecológicas. El objetivo se dirige a cuestionar la todavía no superada distinción entre “migrante” y “refugiado” que subyace al Estatuto sobre los Refugiados de la Convención de Ginebra (1951) y del Protocolo de New York (1967), a partir del señalamiento de los diversos niveles en que los países más desarrollados son responsables de la situación que afecta a estas personas.</text>
