<text>doi: 10.12957/geouerj.2016.19161 The present paper analyzes the chief contributions from institutional markets generated to Brazilian family farmers and, by contrast, presents the obstacles that hinder their access or permanence in these markets. For such, readings were made of works that address the theme, and interviews were performed with different social agents responsible for the operationalization of programs like PAA, PNAE and São Paulo Program for Social Interest Farming (PPAIS) in Dracena municipality, in São Paulo state west region. Based on analyses made, it was concluded that such programs have great potential to yield sustainable rural development actions in Brazilian countryside and ensure food and nutritional safety of needy populations. For such, public authorities should adopt measures to minimize issues that limit family famers’ access to and/or permanence in programs oriented to family farming.</text>

<text>The purpose of this paper is to discuss some understandings about the process of capital accumulation (mainly formulated by David Harvey, 2011, and Roswitha Scholz, 2016) through the study of the rise in the quantities of contracts and resources released nationally by the “Programa Nacional de Fortalecimento da Agricultura Familiar” (PRONAF) over the governments of Luiz Inácio Lula da Silva (2003-2010) and Dilma Rousseff (2011-2016) and their distribution history to the quilombola communities in the Vale do Ribeira/SP. This articulation, between the reproduction of capital in its totality, the national economic policy and the particularity of social relations in the quilombola communities, becomes important as a form of analysis that puts these plans in tension, which, we argue, makes it possible to make explicit the limits of accumulation and of the actions taken to circumvent the phenomenal crises of capital. Thus, based on fieldwork conducted between 2015 and 2018 in the cities of Eldorado, Iporanga and Registro (in which we interviewed quilombola farmers, agricultural technicians from the “Fundação Instituto de Terras do Estado de São Paulo” - ITESP -, the “Coordenadoria de Assistência Técnica Integral” - CATI - and financial agents of Banco do Brasil), we sought to present the relationship between access to credit and the promise of “enrichment” that this represents for quilombola families, how the subjects involved understand when defaulting and the relations between these process and the totality given by the reproduction of the capital in general.</text>

Nosso objetivo é, portanto, registar e analisar quantitativamente a penetração do digital no quotidiano.

The main goal of the paper is to evaluate the experience of PRONAF on the farmers of the state of Pernambuco. The data used include information on, approximately, 4.500 farmers from this State. The results are presented for the whole sample, excluding the 'assentados', and by groups (B, C e D). The estimates are corrected for the existence of participation bias through the use propensity score method. The effectiveness of the program is also considered in the analysis. When the differences of characteristics and probabilities of participation are factored in, the main findings point that, although effective, the program has not shown significant impacts on the considered state.</text>
