Inicialmente, por ser uma política pública relativamente recente, buscamos realizar um breve resgate de aspectos que historicamente têm predominado na sociedade atual, quais sejam, a desigualdade e a forma como foram conduzidas as políticas e o tratamento dado a questão do abastecimento alimentar. Através da experiência de São Pedro do Butiá-RS, buscamos relacionar os diferentes atores e processos de governança envolvidos na implementação do PAA. A formatação do conselho gestor do programa em nível local/regional constitui-se num elemento fundamental na gestão desta política pública que, de forma dinâmica, abrange não apenas um determinado público beneficiário. São considerados beneficiários, pelo menos três públicos: os agricultores, os consumidores e ainda podemos tratar de entidades beneficiárias.
