Valendo-se de pesquisa documental e bibliográfica, busca-se resgatar a trajetória histórica das políticas para o meio rural a fim de compreender como foram forjados os atuais referenciais de políticas para o desenvolvimento rural. Ademais, demonstra-se que em termos de embates políticos, as recentes interpretações acerca da classe média rural visam sustentar e legitimar as ações de um ou outro referencial de desenvolvimento rural. Verifica-se que as interpretações têm questionado a capacidade de reprodução social dos agricultores mais pobres por vias de incremento produtivo e evidenciam o aumento da participação de políticas sociais na composição da renda desses indivíduos. Isso tem conduzido à disputa de uma ampla base social e política a fim de legitimar as ações e os recursos destinados a determinadas políticas e também ao questionamento da classe média identificada e abarcada pela categoria Agricultura Familiar.
