              <text>Cet article consacré aux fonctions de la Gestion intégrée des zones côtières (GIZC), considérées comme une des composantes essentielles de la GIZC, en tant qu’espace à géométrie variable, développe deux idées primordiales : la lente conversion du littoral aux principes stratégiques de la GIZC et la difficile articulation de la GIZC avec les politiques publiques locales et la gestion des mers et des océans par la politique maritime intégrée de l’Union Européenne (PMIE). Le choix raisonné de la pluralité d’échelles stratégiques, conception-évaluation et gestion de proximité et la nouvelle stratégie de la mise en œuvre de la GIZC par les Comités interministériels d’aménagement et de développement des territoires (CIADT) et CIM ont contribué à approfondir la substance de la GIZC, à travers notamment la culture et la rencontre du projet de gestion et du territoire. L’articulation de la GIZC avec les politiques publiques notamment locales et la macro-gestion des mers et océans, rendent compte des obstacles dressés par les politiques publiques sur le chemin de l’intégration et de la rationalité et des efforts développés par la GIZC, en tant qu’entreprise de séduction pour réduire ou éliminer ces obstacles, en renouvelant notamment son appareil instrumental et conceptuel. This paper focus on the majors functions of Integrated Coastal Zone Management (ICZM), as a concept that deals with varying scale territories for management or governance. We develop here two mains ideas. First of all, we present the slow transformation of coastal zone governance to the ICZM, and secondly the difficult junction between local public policies and sea/ ocean management in the Integrated Maritime Policy of the European Union.  The choice of multi-scale strategies, management approach, conception and evaluation of the proximity in this concept, and the new strategy developed to realize the ICZM by different national comities in France, contribute to exploring more deeply the concept of ICZM, especially through culture aspects and junction of management issues in projects at local and territory scale. The linkage of ICZM with public policies at local level and sea/ocean macro-management, reveal the politic barriers in place on the road of integration, rationality and efforts of the actors of ICZM to reduce or eliminate those barriers, particularly by renew conceptual and instrumental tools for coastal governance.</text>
