Sin bien existen diferentes instrumentos de gestión desarrollados en las últimas décadas, las características del Código de Aguas chileno, que corresponde al instrumento o?cial para el manejo del recurso, han impedido que éste se administre adecuadamente en resguardo de su calidad y disponibilidad a toda la población. Como resultado de ello, la producción agrícola de subsistencia estará a futuro rodeada de una mayor incertidumbre, lo que incidirá en el bienestar de las familias rurales. Se propone que la gobernanza ambiental local es la mejor opción a corto y mediano plazo para no aumentar los riesgos a los que se verían expuestas las poblaciones rurales, bajo el contexto analizado.
